Kerry does have a strategy for Iraq. It seems to be :

  1. The Bush administration is incompetent
  2. We should bring in the UN and NATO to help Iraq transition to a democracy

It does appear though that Kerry is learning at least a little bit. His proposal does seem to stipulate US commanders remaining in charge. He is still being disingenuous with comments like "we must level with our citizens. Increasingly, the American people are confused about our goals in Iraq, particularly why we are going it almost alone."

If the American people are confused, it's because of the rhetoric of the said "Leveler" and his party.

Bush invaded Iraq on grossly flawed intelligence, changed his war aims when it became clear that no "weapons of mass destruction" were going to be found, seems to be in denial that many if not most Iraqis now see U.S. troops as occupiers instead of liberators, and has never had a realistic plan for rebuilding the country and getting American forces out. A year after the invasion, virtually nothing has worked out the way the White House told us it would, so it's not much of a surprise that many Americans are confused and frustrated by what's going on in Iraq. ... But, Jeff, you're saying this is all somehow Kerry's and the Democrats' fault?

I'm saying that all the democratic talking points that you just listed, causes the confusion about what's going on. The terrorists and the countries that breed terror are the ones at fault not only for the death of Americans, but also for the death of those "occupied" Iraqis.
